UAE Good Conduct Certificate Requirement 2026: Full List of 37 Nationalities Explained The United Arab Emirates has expanded one of its most closely watched immigration requirements of the year. UAE immigration authorities have updated the list of nationalities required to submit an attested Good Conduct Certificate as part of the visa application process, bringing the total to 37 nationalities. Eleven new countries were added under Phase 2, which came into effect on 15 August 2026. For prospective residents, employees, investors, and their sponsors, this update carries real consequences for visa timelines and documentation. What Is a Good Conduct Certificate? A Good Conduct Certificate — also known internationally as a Police Clearance Certificate (PCC) — is an official document issued by police or judicial authorities in an applicant's home country. It confirms whether the individual has a criminal record, and if so, what that record contains. Immigration authorities worldwide use such certificates as part of standard security and background screening before granting residency or work approvals, and the UAE's latest update brings its visa process further in line with this global norm. Why Attestation Matters For the UAE specifically, the certificate must be original and properly attested — verified and stamped by the appropriate UAE Embassy, Consulate, or the Ministry of Foreign Affairs (MOFA), depending on the applicant's circumstances. A photocopy or an unattested document will not be accepted, and the certificate's validity should not exceed three months from its date of issue.
